Marc's dedication to urban planning stems from a lifelong passion, driving him to demand results in all aspects of his work. 

In his multifaceted role at Topology, Marc excels in various areas, particularly in land use application review, ordinance drafting, cannabis land use law, and affordable housing. Additionally, he manages Topology's RFP process, demonstrating his project management expertise and commitment to steering projects efficiently and transparently. 

Marc holds the prestigious CAPM certification from the Project Management Institute, a testament to his commitment to professional excellence in project management. He is fluent in French (Proficient) and possesses a comprehensive skill set in various software applications, including Microsoft Office, Adobe Acrobat, and proficiency in QGIS and ArcGIS Online. 

Notable Project Highlights: 

1. South Orange Cannabis Zoning: 

  • Managed the Township's Cannabis Task Force, leading stakeholders through orientation, visioning, and ordinance drafting in just three months. 

  • Led a virtual town hall to present the Task Force's work and recommendations, utilizing mapping skills and deep knowledge of cannabis land use law. 

  • Facilitated the Township's adoption and deployment of its cannabis ordinance, advising on the licensing process and prospective cannabis retailer operators. 

2. Millburn Open Space & Recreation Master Plan Element: 

  • Developed and deployed effective public outreach, receiving a record-breaking 1,308 survey responses. 

  • Identified 200 acres of prospective new parkland and open space, curating improvements to respond to resident needs. 

  • Created a vision for a Township greenway network, connecting parks, schools, and public transportation facilities. 

3. Morristown Land Use Development: 

  • Oversaw a years-long process to overhaul amendments to the Township's LDO, steering over 300 amendments to adoption and deployment. 

  • Developed a new code framework, emphasizing form-based mechanics and clarifying the relation between code sections.
